I would like to have the ability to delete all unused payees/ors during the year, not just when I start a New Year.

Your're right, currently you can delete all unused payees/payors in Begin a New Year, but you can't do this during the year.

However, you can delete unused payees one at a time. Go to Transactions | Change or Delete Payee/Payor Name and select the payee/payor to delete.
