To fix this, do a Software Update for BrokerLink. Morgan Stanley changed their servers around July 2007 and the latest version 8.2.3 of BrokerLink reflects this. When you reinstall from a CD, you still need to do a Software Update to make sure you have the latest version.
To update BrokerLink:
Open any entity in Navigator.
Start BrokerLink
Select any broker if the Select Broker screen appears.
Select Help > Software Update on the Select BrokerLink File screen.
Follow the prompts to download and install the Software Update. If you get a message "You already have the latest version" there is no need to download and install.
It is a good practice to do a Software Update for BrokerLink and each of you Navigator products every month or two. Select Software Update Reminder on the first Software Update screen for each product if you would like a reminder every 90 days.
